There are plenty of villagers and NPCs in Animal Crossing: New Horizons, and you'll first encounter Gulliver quite early in the game. As you explore your island, you'll find Gulliver asleep on the beach.
When you first talk to Gulliver, he mumbles to you, but he doesn't wake up. So how do you get this sleeping bird to wake up from its slumber? The trick is to keep talking to him until he wakes up. It will take a little while, but each time he mumbles, interacts with him again and eventually he wakes up.
When he finally wakes up, he'll tell you that he fell off a ship and needs some comms so he can get in touch with his crew. He will ask you to find the communication items for him, and when you have all five, give them to him. He will send you a gift the next day to say thank you.
