To start, you will need to have arrived at Solaceon Town, or just before. Immediately south of the town is a tower. This tower is next to the sign for Route 209 and near some running trainers.

Once you find the tower, go inside and go up the stairs. There are several trainer battles inside this tower, some of which are optional. There are also Multiplayer Poké Balls, which you can collect if you decide to engage in the Trainer Battles.

Keep climbing the stairs until you reach the top, where you'll see two elderly NPCs. Talk to both and you'll receive two different items, including the TM96 for Strength. However, it also unlocks strength in the Pokétch.

If you have defeated Byron, the sixth gym leader in Canalave City, you can use the Force outside of combat to move large boulders. If you haven't defeated the Steel-type gym leader, you need to. However, you can still use the Force move in battle if you teach it to one of your Pokémon.

This is the whole process to find the HM for strength in Pokémon Sparkling Diamond and Sparkling Pearl.
