To catch Jigglypuff, you will need to go to the Pokemon Mansion. This is south of Hearthome City, past the cops and beautiful shrubbery. The mansion is on the right side of the road and you can enter to find Jigglypuff.

Before you do that, however, you need to talk to Mr. Backlot, the owner of the mansion. He's in the right hallway once inside the mansion, through the door with a lady in front. You can talk to him and he'll tell you which Pokemon he saw in his trophy garden that day.

If he tells you he saw Jigglypuff, you can go to Trophy Garden and meet Jigglypuff. However, if he tells you about another Pokemon, you have to wait a day and come back to him. You have to repeat this process until he tells you he saw Jigglypuff. This is the only way to encounter Pokémon in Sparkling Diamond and Sparkling Pearl.
