Seadra evolves from Horsea and is a pure Water type. However, when players choose to evolve it into Kingdra, it gains Dragon Strike, eliminating many weaknesses. In Pokémon Shining Diamond and Shining Pearl, only Dragon and Fairy-type moves are super effective against it.
If you're looking to add a dynamic Water-type Pokémon to your team, then Kingdra might be the answer. You'll need Dragon Scale to do this, though.
Finding the Dragon Scale in Pokémon Shining Diamond and Shining Pearl
Unlike other upgradeable items, you won't be able to just walk to a location and find a Dragon Scale on the ground inside a Poké Ball. Instead, you must acquire it by catching certain Pokemon.
The Pokémon that can contain a dragon scale are Seadra and Dratini, the latter of which cannot be caught until you have completed the game and acquired the National Dex. Once you've done those two things, you can start fishing for Dratini in the Great Underground.
For Seadra you can catch one on route 226 with a good rod. Alternatively, you can fish Seadra in the Grand Underground, but only if you have the National Dex. Fishing on Route 226 does not require the National Dex.
Once you start catching either Pokemon, you can check to see if they are holding a dragon scale. If not, just send it to your PC and keep fishing until you find one with the item. After that, you can give it to one of your Seadra to turn it into a Kingdra.
